'Who IS you'!?

Nearly everyone will say 'Who is you' is incorrect but some says it is (grammatically) correct. So is this correct or not?

If "Who is you?" is correct then "You is Mr. Bush." should also be correct. I am not a native english speaker, but I have never seen/heard someone saying "Who is you?".

It's not correct but it's a slang expression which seems to be used a lot by the black (African) population in London. I recommend avoiding it unless you are black African.

Really! The black African population in the UK use that expression?! I think you sound quite ignorant. I'm African and the first time I ever heard anyone say 'how's you?' was when I visited Glasgow. if you are talking with someone in front of you then you should use ( Who are you )

But if your concentration is on ( the pronoun you ) then you should use is.
