I need your opinion: You see a photo of someone and you don't know who that person is. You ask: 1) Who is that ? 2) Who is she/he ? Please advise, English native friends.

I'd probably use "this" if I were holding a photo of one person, "that" if I were pointing to a person in the photo, and "he/she" interchangeably with "that", but obviously not if I didn't know which pronoun to use. They're all common.
