Who is right?

"The fruit is too unripe to eat."

One book says that "to eat" modifies "unripe."

Another book seems to say that "to eat" modifies "too."

Would you please tell me who you think is correct?

Verbs do not modify adverbs.

'unripe' is an adjective. 'too' is an adverb, modifying the adjective 'too'. 'too unripe' relates to 'fruit'.

This fruit is too unripe to throw - when it hits him, it won't go squa-wash all over his face, it will break his nose.
