If I am asked "Who is it?", which pronoun do I have to use? For example, which one is the right answer between "It is Mr. Baker" and "He is Mr. Baker"?

The speaker and listener are not with Mr. Baker there. If it depends on the utterance situation, e.g. on the phone or in person, could you tell me which pronoun I have to use under which situation?

If Mr Baker is somewhere else, then 'Who is it?' — 'It's Mr Baker' seems to be the right conversation either on the phone or face-to-face. However, there is really not enough context to understand what is going on here. Why is the first person asking such a question?
