I think that the NP 'who' originates from the position between the verb 'want' and the infinitive 'to'. Then the NP 'who' would receive ACCUSATIVE case from the verb 'want'. (with ECM, or SOR, whatever)
I wonder why 'who' does not change to 'whom'. Is it so just for casual speaking, or 'who' does not receive accusative case?!!!?!
"whom" is a formal word. Outside of the pattern "preposition + whom", which is in any case formal, you will see "who" used in place of "whom" in everyday English.
