who do you want to speak to?

Hi,

I am just wondering whether the two following questions are interchangeable.

Who do you want to speak to <=> To who do you want to speak

Change "who" to "whom" after a preposition. These are interchangeable with respect to meaning: Who do you want to speak to? To whom do you want to speak?
