Who (do) these papers have to be signed by? auxiliaries

Hi,

I am to form a passive form of a sentence "Do you who has to sign these papers?"

And the answer form the key is: "Who do these papers have to be signed by?"

My questions are:
1) Is the answer from the key correct?
2) Can I form a following sounding question: "Who these papers have to be signed by?" (I omitted DO)

P.S. I know that without DO it is correct as a relative/non-relative clouse. But can it be a properly formed question as well?
