Who do not fit the bill

Deep down, everyone wants to find “The One.” Yes, even guys — no matter how big of a jerk he might seem to the women who do not fit the bill.


Hi, would anyone please tell me "who" , which I hightlighted in blue in the italic words above, refer to? Does it refer to guys, or women? I think it refer to "guys", If I am right, do you think such a structure would cause ambiguity in important business letter?

The meaning is very unclear. Definitely don't wrrte like this in a business letter. Blogs have a lot of very poor English.
