Who and What

I hear people say, “You know that is?” instead of “You know who that is?/ You know what that is?” and obviously without using “Do”. Is there any contraction I’m not aware of or is that normal American speaking English?

I never hear people ask questions like that. You can informally omit 'Do' at the beginning, but not 'who' or 'what' after 'know'.
