Who and that usage

i wonder how difference between the sentence like you are the one who i love and you are the one that i love?one of my friends said that we can't use that in this sentence.is she correct?can anyone give me suggestion?

Purists believe that that should not refer to a person, but in actual practice this is done quite often. I personally see nothing objectionable in You are the one that I love . Either is fine.
