If we use our hands to whistle or just our mouth to whistle, can we we say?
1. He blew the whistle twice.
2. He blew the whistles twice.
3. He whistled twice.
Is there any difference between "whistled" and "blew the whistle"?

"blew the whistle" always refers to blowing through an instrument, usually one something like this: "blew the whistles" would imply two or more instruments (not two or more sounds made with one instrument). (3) would usually mean that he whistled using just his mouth, or possibly using his fingers too. In the right context it could possibly mean that he blew through an instrument
