Whims and Fancies

I often hear people using the word "whims and fancies"

For ex.:

He wants me to dance according to his whims and fancies.

What does this exactly mean ? Can the members throw light on this.

I want the meaning of whims and fancies and in what contexts they are used. Why is the phrase coordinated? Can't the two words be used separately? Is it usual to use these coordinated phrase and others in the use of the English language?
