While/as

Hello,
I'd be very grateful for a clear explanation as to why "while" does not work in the following sentence: "[while] as my life was becoming organised, and [while] as I enjoyed settling things around me, I became more and more enamoured with [it]".

Mr. Michael Swan says: (1) "while" = two actions go on at the same time (While you were reading the paper, I was working). (2) "as" = two situations that DEVELOP or CHANGE together.
