While vs although

While cleaning the windows I saw Peter passing the street ___ he didn't see me.

1) whereas
2) although

This is a test I have a complaint about.
In my opinion, "although" is the answer. meaning the same as "but". However, the answer key went for "whereas", which is a bit far-fetched here (not wrong, though). The answer key shows the sentence as indicating a "direct" contrast. My reasoning is quite the opposite. I believe it's more similar to an "unexpected" contrast.

1. I agree. It should be either "passing in the street" or "passing the intersection" rather than "passing the street."
I think "passing in" is akin to "moving along." "Passing (object)" means going past (object) (and leaving behind).

2. Not ridiculous, IMO. There could be a context where "whereas" would be useful. For example, if the previous sentence was "I am very aware of t
