Mark was listening to the car radio while he sat in a traffic jam.

It's OK. I'd probably say '... while he was sittting ...'.

No, but I'd say "Mark listened to ...".

Or you could say, "Sitting in a traffic jam, Mark listened to the (car) radio". Just the participle construction gives the idea of "while" here.
