While the Iron Curtain was still in place under the communist government, Prague was seldom visited by foreigners. Since the 1990s, however, all that has changed. Prague is now one of the most popular tourist attractions in Europe.

Hi,

For a start, is it all right to replace "in place" in the above with "around" and "existent?"
Second, is "that" within "all that has changed" optional? Thanks.

In your sentence "that" is a pronoun. It's antecedent is "While the Iron Curtain was still in place under the communist government, Prague was seldom visited by foreigners.". If you remove this pronoun and just leave "all has change" you just have a general statement about change, not a statement that the change is due to the lifting of the Iron Curtain.
