While (it is) hopful

For a first graphic novel, Shoplifter is quite accomplished. In his portrait of Corinna, Cho uses one character to symbolize universal feelings of unfocused confusion, disconnection, and ennui. The ending, while hopeful, is equally uncertain.

I'd like to know whether as "while hopeful" is a concessive clause(although~/ though~), "it is" is omitted after "while."
By any chance, can I omit "it is/ there is" also in other kinds of adverbial clauses?
