I think you could say either, but the first sounds a lot more natural.

You could also say "through" deregulation - it matches with the idea of being a way

I find both sentences lacking in "flow". How about putting "deregulation" after "that"? I'm comvinced that deregulation is the way forward for talk radio in the UK. I think that deregulation is what your audience is waiting to hear, and the earlier it is mentioned, the better. Just a thought from a person who tends to get lost sometimes.
