If you continued on your way, you could use either one. However, if her arrival caused you to delay or cancel your departure, only "....just as I was leaving" would really fit.
From a conversation perspective, past continuous is more idiomatic. As I was leaving- contains the meaning " heading for the door, you could be turning off the lights with keys in your hand. So this whole process is " as I was leaving" and at the same time, she arrived, walking into the house.
