I think when you say Organization it is a bigger group of people compared to a group. It depends upon your sentence construction

get going is an idiom, meaning leave, depart.

Here, it's Simple Past tense.
In the same way, we might say 'It's time that we left'.

To me it sounds like the present tense. If you are there speaking and haven't got going yet. I don't understand how it is past tense.

The speaker is talking about a different time in the past: 'We got going last Tuesday before the rush hour'. Anyway, 'got' is past tense: get - got - got(ten).
