Which tense

Hello,

could you tell me which tense I should use in this context?

"He was one of many people who *use(d)* social media to express their frustration."

He is dead so I have to use "was", but many other people still use social media to express their frustration. If I wrote "used", I may give an impression that this is a past situation, which is not.

Could you advise which verb form is correct?
