Which tense?

Hi,

There is a multiple choice question that I couldn't answer. I think its distractors are wrong. Here is the question:

Two years ago, after an intense 13-year quest, scientists ---- that the Formosan clouded leopard ---- extinct in Taiwan

A) concluded / went
B) concluded / had gone

Answer key says option B is the correct choice but I believe that option A is also correct. Am I wrong?
