Which sentences are correct?

1. The cage is made of iron bars
2. The cage that is made of iron bars
3. A cage is made of iron bars

And is there any of them that only work as a headline/title but not as a sentence?

Thank you

Couldn't "The cage that is made of iron bars." and "A cage that is made of iron bars." be complete sentences if used as captions for photos in a manual or sales leaflet, for example?

They're fine as captions, but they're not complete sentences.

Each of the two consists of a complete dependent clause and an incomplete independent clause, which disqualifies them as sentences for me.
