Either sentence is gramatically correct and understandable. However, the first sentence sounds better to my ear since adverbs (such as "naturally") more often follow the verb ("occurring") rather than the reverse.

Of the two, I find the first one more natural. However, I would have written
Norms do not occur naturally; they are created by society.
