Which sentence sounds native?
All of the four sentences below are clear in meaning. But which of them sound natural in English?

(1) They declared to surrender.
(2) They declared that they would surrender.
(3) She devoted to her duty.
(4) She devoted herself to her duty.

I'm not a Caucasian but a user of English since I was very young. And I've never come across "be on the right track" used in such a context.
