Which sentence is grammatically correct?

Please find attached the list of items which have been returned to us by our sub contractor upon completion of the project.

If the "completion of the project" is in the past (and I suppose it is), then "were returned" seems more appropriate.

Some might prefer a restrictive "that" to a restrictive "which."
