Which sentence is correctly punctuated?

The ground-breaking ceremony was conducted on 28 April 2000 and, after two and a half years of construction, the church was completed in October 2002.

Which sentence is correctly punctuated? The first with the comma after and OR the second with the comma after 2000?

I find the second one unsatisfactory because the punctuation makes the middle phrase appear parenthetical when it logically is not. The full works would be:

The ground-breaking ceremony was conducted on 28 April 2000, and, after two and a half years of construction, the church was completed in October 2002.

If this is felt to be too fussy then I would use this one:

I agree with GPY. That's why I didn't like #2 as it was originally written.
