It goes by finite clause -- not by sentence.

There are two finite clauses. Each one is treated separately with respect to the use of that s.

[ This is [ how a team works ] ].

is belongs to the main clause
works belongs to another clause that is embedded in the main clause. The grammar of the verb form here has nothing to do with the is
