Which sentence is correct?

As a native English speaker, do you say, "His brain's probably NO bigger than a bean."
OR "His brain's probably NOT bigger than a bean." ?

There is no reason in grammar. Much if your job as a learner is to sort out the grammatically possible from the actually usable.

1. His # is not bigger than a #. ? is merely a logical statement of fact and nothing else.
2. His brain is no bigger than a pea. ? not only suggests the size (being small) but also implies other # that "pea"
