which sentence is correct?

1) Due to the China handbook problem, the cargo cannot ship out, will keep you posted

Perhaps it should be the Chinese handbook problem? Neither sentence is quite correct but they have different meanings anyway. meaning:The cargo is due to be shipped in the future but will not be.

1) ....the cargo cannot be shipped out............meaning:The cargo is due to be shipped in the future but will not be.

2) ....the cargo was not shipped out........meaning: the cargo was due to be shipped in the past but it was not.

'Due to' is one of the most ill-used constructions.
Due is an adjective and, as such, has to agree with a noun.
In both your sentences 'due' hinges on the verb (can/did not ship out), which is very bad news.
We can say: Why the cargo can not ship out is due ( 'due' hinges on the China handbook problem) to the China handbook problem, or Because of/ Owing to there being the Chi

Hi guys,

To ship something means means to send something (not necessarily by ship!) Only people can send something.

Thus, for good English, you should say The cargo cannot be shipped out, the cargo was not shipped out, etc.

Nona already made this correction, but without commenting explicitly.
