Which sentence is correct?

Please explain which is correct. The first part of the sentences are in passive voice, right?

1) If there are some changes made, we will contact you.

2) If changes are made, we will contact you.

Also, can somebody break down the grammar for me in the first part of each sentence.

If there are some changes(this one is not passive) or If changes are made. Passive voice is generally preferred when the active form would involve the use of an indefinite or vague pronoun or noun as subject Here somebody or a group of people would make some changes but making change is more important here than the doer. He does this work-> The work is done( by him) auxiliary verb+past paticiple form of the main verb Changes are
