which sentence best describes this picture?

Please help me in finding which sentence best describes this picture?

A: the construction of this building has recently been completed.

B: The Woman doesn't seems to know how to read building plans.

C: Heard has a probably required for people on the construction site. 

I think its A. B and C does not make any sense but A does not either tells that the construction is completed and how we confirm from this picture.
