Which sentence?

Hello there,

I need a native help here.

Which sentence below are grammatically correct and much more meaningful?

Sentence1:

Tom doesn't understand how he could have failed his English exam when he put so much effort into it.

Sentence 2

Tom doesn't understand why he could have failed his English exam which he put so much effort into it.

If you ask me second one sounds ok, but I have no idea about the first sentence. I especially don't understand what "when" do there?

Actually, it's the first sentence that sounds okay to me. " It is not time related in this particular case. The second sentence doesn't work but can be corrected to: Tom doesn't understand why he failed his English exam into which he put so much effort.

Actually, it's the first sentence that sounds okay to me. "When" means something like "considering that." It is not time related in this particular case.

The second sentence doesn't work but can be corrected to: Tom doesn't understand why he failed his English exam into which he put so much effort.
