Which sentece is grammatically correct?

If you haven't specified the quantity on item in your list which means we can issue the full quantity of the item.
If you did not specify the quantity of the item in your list which means we can issue the full quantity of the item.

Ummm. Is it me or there is something being disconnected in the sentence ?. Did you mean to say " We can not issue..."
If so, the meaning seems more logical. However, stylistically speaking, they both don't sound very smooth in my opinion.
This is my suggestion: If the quantity of the items requested were not specified ( on the requisition list) , we can not issue them .
By using passive we can avoid offending the person as being careless. Also, " full quantity" is vague.

The list forwarded to us which shows that some of the items have quantity specified and some do not have any quantity specified. In that case we need to ask him whether we need to issue a single quantity on item which doesn't have quantity specified or full stock to be issued. How can I write this sentence without offending him for the clarification on this request. Can I write as follows.

"There are some items have quantity specified and some do not have any quantity specified in the requisition list below, so please advise us whether we need to issue a single quantity or full stock to be issued on the items do not have any quantity specified."

Ok, a few things to clear up. This sounded like a stockroom or warehouse related scenario, is that assumption close ?
If this is valid, the "list" is called " a requisition "; or "req" for short in the US. I am still not very clear the meaning of "full stock". But, I am again assuming it meant " maximum ", and "single item" meant minimum. Let's say I wanted to request 6 units AAA and 6 units of DD batteries, and both of which have a minimum issue of 1 and maximum of 6. But I forgot to fill in the unit number for the DD batteries. Is this scenario similar to your question?

This would be my version:
We have received your requisition, but item A /B /C did not have quantity specified. Please review the attached requisition copy and confirm with a reply so that we can issue / send / deliver the items to you expeditiously.
