What is the most expensive restaurant (that) you have ever been to?

Can I also say, "Which restaurant (that) you have ever been to is the most expensive?"

Fine. (In speech you would usually say "What's" and "you've".)

Which restaurant (that) you have ever been to is the most expensive?

Ugly. This is the sort of thing you might accidentally say if you got into a tangle after starting a sentence without knowing how you were going to finish it.
