1. What would be a foolish thing to do?
2. What would be a foolish thing?
3. What would it be foolish thing to do?
Answer: to suggest that looks do not matter at all.

The question and answer are both unnatural as a conversation. I cannot imagine how that would ever come up. Nevertheless, all three are grammatical if you preface 'foolish' with an indefinite article in #3.

What is natural as a conversation?
The questions in my OP are from a school test and the complete answer it wants is that it would be foolish to suggest that looks do not matter at all.

You could also remove the word "thing" from the third one.
