Which question is grammatically correct?

What do you think [they are] going to do with those chairs?

OR

What do you think [are they] going to do with those chairs?

The inversion of "you (do) think" is "do you think".
The inversion of "they are" is "are they".
You can only have one inversion in a question, and it has to be the first one.
So it has to be What do you think they are ...?
Compare:

What did we agree we would do?
Where have they said he is going?
