Which preposition?

Hi teachers.

I need help. There is tough question and I couldn't find the correct option. Here is the question:

Although the Cold War was over, the country still faced threats ....... nations ...... its periphery.

a- with/around
b- from/on

Which one is better option to complete the blanks above? I know that there is a collocation such as "on the periphery of" but in this context, I'm not so sure.

" "Threats with nations" does not work. "Around its periphery" works, but the the choices are paired.

Clearly, "Threats from other nations on its periphery."

"Threats with nations" does not work.

"Around its periphery" works, but the the choices are paired.
