Which phrase is better?

Help! My boss and I disagree about which of the following sentences is gramatically correct, "Employees are responsible for knowing and following the policies" OR "Employees are responsible to know and follow the policies." Would you please tell me which sentence is better and why?

Hey, this is sentence is kind of strange, just my opinion. I would say: It is the employees' responsability to know and follow the policies.

The adjective responsible takes for and an -ing word, not the infinitive with to. The only correct form is responsible for knowing and following ....
