Which part of this sentence is wrong?

Hello, all!
One of the four parts of the following sentence is supposedly wrong. I can't figure out which and why!
"1. Privatization generally represents 2. an idealogical response 3. to the perceived problems 4. in the public sector"

Erm, sorry, that misspelling wasn't part of the original problem! The devil apparantly lies elsewhere.

(but this is just a matter of taste)

or

3. to perceived problems
(this might be better, as a solution to ALL perceived problems might be difficult to find, and ALL is called by "the")

but the most probable would be, IMO:

"1. Privatization gene

There's not any glaring flaw here.

To support the meaning of this general statement, I wouldn't write 'the' in 3.

The sentence also needs a period at the end, although perhaps
