Which part of speech should take place between "as as" construction?

This is a part of test example for TOEIC test:
"Candidates for positions at Pereira Consulting should answer the questions on the application form as ___ as possible."
(A) accurate
(B) accuracy
(C) accuracies
(D) accurately
The answer is D.
But first, I got confused selecting between A and D since "possible" is adjective. Should I always place adverbials between "as ___ as"?

"as adj. as possible" and "as adv. as possible" are both possible. The former creates an adjectival phrase and the latter an adverbial one. The choice depends on which is required in the sentence:

Candidates should answer the questions as accurately as possible. (we want an adverbial phrase to modify the verb "answer")
