'Which' or a 'Premodifier'?

In the following sentences, I intend to convey that the project's worth (not the worth of the first phase of the project) is ten million dollars. Is that understood from the first sentence? The second sentence is my last-ditch attempt to resolve the ambiguity if it exists. Kindly advise.
  1. The first phase of the project, which was worth 10 million dollars, was executed.
  2. The first phase of the 10 million dollar worth project was executed. (10-million-dollar worth?)
