Which option is better?

In accordance with regulations prescribed by the Statute, I request to replace in the civil matter No. XXXX Party A with the new plaintiff PARTY B represented by its German branch.

or

In accordance with regulations prescribed by the Statute, I request to replace the Party A with the new plaintiff PARTY B represented by its German branch with regard to the civil matter No. XXXX.

Meaning: whil adjudicating a matter, Party A should be replaced with Party B. Which option (gramatically) is easier to understand? Or maybe there is a third option?
