Which one should be the correct question?

Hi teachers,
Sentences from an audio story. The students don't have the text, just the question.
Quickly he ran down the hill. It was very dark here, and he could not see very well.

Which one should be the correct question if the answer I want to get is, 'He could not see very well here because it was very dark.' I am with 'a' because to me it sounds strange to use 'here.'
a) Why could he not see very well down the hill?
b) Why he could not see very well here?
