Which one shall I use: need or needed?

"A new location is needed to be set up."
In the above sentence, i am confused whether i should use need or needed.

" NEEDED TO BE is a reference to the past. For example you could say "A new location NEEDED TO BE set up, so we chose Paris", but I don't think that's what you mean. You can say "A new location IS NEEDED" or "A new location NEEDS TO BE set up (or CHOSEN)" or "A new location MUST BE set up".

Kris has it, but the original sentence is really weak with the two 'be' verbs and the passive voice. I suggest:

We/They/You need to set up a new location.
