Which one sentence is true?

Hello everyone. I m new in this site. And i am learning English for university exam.

And one day while i was working in a sentence completion i saw this question

Police in Papua New Guinea have been ordered the search part of remote island....

A)with a head like a dog and a tail like a crocodile

B) after locals reported seeing a giant creature

The answer key say that B is true.

And one of my teacher says that A is true

Emotion: smile

If B Option is correct why time inconsistency (sry i mean that have been ordered(present)- reported(past)

Or is it reduction of after ?

Option A

Is it idiom

I cant explain that idiom translating in my language
