I think of two situations: When I want to my group to engage in social and cultural life, I say, "Our goal is to engage in
social and cultural life" and when I work for a group where I want to bring about the change, I think I can say "Our goal is create the need in them for social and cultural life."

My concern was mainly about the word 'realize'.
It's fine to say
