Which one is true?

"The boat which enrolled the harbour was prohibited edging from second line." or
"The boat which enrolled the harbour was prohibited from edging second line."

Please note that "true" is not the same as "grammatically correct." I can say "I am a tall man." It's grammatically correct, but not at all true.

Neither of the sentences is correct.
