Which one is the right choice

Dear Membes,
i would like to know which one of the following is the correct:
The number of subjects, which was specified for each institute, was determined according to the total average number of the students in each institute.
or Due to the difference of the total average number of the students in each institute, the number of subjects, which was specified for each institute, was distributed according to that.

With regards to tables (5.33 & 5.34) about (90.91%) of the teachers have emphasized, on the one hand, that teachers of English language in Libya should use the Internet in their teaching programs to enhance teaching and learning of English. On the other hand, by using the Internet for English language teaching and learning EL teachers in Libya can enhance student autonomy and give learners the opportunity to manage their own learning, whereas only (9.9%) of the teachers have rejected these ideas / both ideas.
