Which one is the correct sentence?

Which one of the following two sentences is correct and please explain why.

"How messed up it would be if the last sentence of Harry Potter book..."
vs.
"How messed up it would have been if the last sentence of Harry Potter book..."

I'm assuming these are exclamations rather than questions. Both are correct. You haven't completed the sentence, however, and maybe one of those is correct and the other one wrong depending on how you finish the sentence.
